The Chemicals Regulations Directorate (CRD) of the Health and Safety Executive (HSE) was in the process of splitting its two main websites into two separate IP addresses. The first, public-facing website was to be moved to a third-party hosting provider. However, CRD needed to find a hosting provider who could provide a managed environment for its second secure site that also included the management of Actian Ingres and OpenROAD. As a result, CRD needed more than just a simple hosted Windows environment. A number of criteria had to be taken into account: the future of the existing in-house environment provider was unsure, the approach to outsourcing the secure website had to be low risk as the whole area of support for hardware and environment was under review, and the managed service had to be controlled yet flexible enough to allow CRD staff access when necessary.

As part of the HSE, the Chemicals Regulations Directorate (CRD) ensures the safe use of biocides, industrial chemicals, pesticides and detergents in order to protect the health of people and the environment.

CRD decided to outsource the running of the secure website to Actian and signed a twelve month managed service under Actian’s Enterprise Management Service (EMS) to provide an Ingres, OpenROAD and IIS environment for its website. Having provided the new hardware and operating system via Actian partner Rackspace, Actian prepared the software environment and installed the secure website, with all monitoring and support undertaken remotely using Actian’s Enterprise Management Appliance (EMA) solution during business hours. In moving support of their secure website environment to Actian, CRD had a number of key objectives: to upgrade to the latest version of Actian Ingres and Actian OpenROAD before migrating to the new environment in order to future-proof the solution, to ensure a seamless migration from their existing in-house environment provider to the outsourced solution, to provide a low-risk, low-cost managed environment for hosting their production website so they could retain responsibility for ongoing development of the website, to provide a model for the future outsourcing of managed environments.
