The Department of Seine-Maritime is the fifteenth largest in France, covering an area of 6277 km² and including 35 districts and 708 municipalities. The department's responsibilities revolve around social action, including support for the elderly or disabled, children, integration of people in need, and addressing fuel poverty. The department devotes nearly half of its budget to these social actions. To carry out its various activities, the department relies on nearly 5,500 employees. The department's other priorities include equipment, assistance to municipalities, education, culture and heritage, economic and social development, the environment, and tourism.

The department chose the CGI Grand Angle management solution, combined with Software AG's webMethods Integration Server and BMC Software’s Control-M scheduler. The webMethods Integration Server provided the link between its internal business application “Espace Agents” and its HR management solution. The information or scanned documents would then pass through webMethods and then through a signature pad before being automatically transmitted to the HR management solution. The department also expanded the use of webMethods to inter-application exchanges for all of its information system functions. The department now systematically uses webMethods Integration Server whenever it wants to move documents from one business application to another. The implementation of the new process is then managed by the department's own internal teams.

The implementation of the webMethods Integration Server has led to a simplification and security of financial and payment processes, as well as a simplification of human resources processes. The automation of business processes has also allowed for remote and secure access to human resources documents. The digitalization of processes and documents has not only reduced the department's environmental impact, but also made it easier for managers to access the documents they need for their work in a completely paperless environment. In addition, documents are now filed and saved in an electronic document management system in compliance with regulations. The department is also planning to expand the use of webMethods to other processes.
