The Devonport peninsula faces significant congestion on Lake Road, the only route in and out of the area, due to many travelers relying on personal cars to reach the Devonport Ferry Terminal. This congestion leads to high demand for limited parking spaces and contributes to increased emissions. Auckland Transport (AT) sought a solution to reduce congestion, increase ferry access, and improve the commuting experience for residents. The challenge was to convince a population that typically drives alone to share their rides and use an alternative mode of transportation.

Auckland Transport (AT) is a government organization responsible for the transportation infrastructure and services in Auckland, New Zealand. The organization aims to provide efficient, sustainable, and accessible transportation options for the city's residents and visitors. AT oversees various modes of transport, including buses, trains, ferries, and cycling infrastructure. The Devonport peninsula, part of Auckland, is home to the Devonport Ferry Terminal, which serves thousands of passengers daily traveling to and from Auckland's central business district and other destinations. The area faces significant congestion issues due to the reliance on personal cars for commuting, leading to high demand for limited parking spaces and increased emissions. AT partnered with Via and Go Bus to launch the AT Local service, an on-demand microtransit solution to address these challenges and improve the overall commuting experience for residents.

Via, in partnership with Go Bus and Auckland Transport (AT), launched the AT Local service in November 2018. This on-demand microtransit service operates throughout the Devonport peninsula, using a fleet of six custom branded electric vehicles. These vehicles, which are wheelchair accessible and can accommodate up to seven riders, represent the world's first all-electric vehicle on-demand transit program. The service covers a one-mile radius around the Devonport Ferry Terminal, providing connections to any pickup or drop-off point in the area. AT Local encourages first and last mile trips on weekdays, charging $2.50 for trips to or from the Devonport, Bayswater, and Stanley Bay ferry terminals, and $5 for other trips within the service area. All weekend trips are priced at $2.50. Via collaborated with AT to design a customized AT Local app for the trial, ensuring seamless user experience. The service operates seven days a week, with specific operating hours for weekdays, Saturdays, Sundays, and public holidays. The trial aims to reduce congestion on Lake Road, increase ferry access, and lower emissions, while providing a convenient and affordable transportation option for residents.
