IT Era, an Advanced Consulting Partner in the AWS Partner Network (APN), often works with public-sector clients who face challenges such as tight budgets, small IT departments, and time-consuming procurement rules. One such client was the Instituto de Investigación, Innovación y Estudios de Posgrado para la Educación (IIIEPE), a publicly funded institute in Mexico that promotes innovation in education through research, technology development, strategic planning, and professional development programs. Until 2015, IIIEPE hosted all its online training programs on Moodle, a free and open-source learning management system, in an on-premises data center. However, when IIIEPE was given the opportunity to assist the Mexican Public Education Secretariat in providing a new platform for online courses for a national professional development program for high school teachers, they faced a challenge. Their on-premises data center was at capacity and setting up a new learning platform would have required procuring, configuring, and securing new physical servers, which would have been time-consuming and costly.

The Instituto de Investigación, Innovación y Estudios de Posgrado para la Educación (IIIEPE) is a publicly funded institute based in Nuevo León, Mexico. It is dedicated to promoting innovation in the Mexican education system through research, technology development, strategic planning, and both online and classroom-based professional development programs for educators. IIIEPE was tasked with assisting the Mexican Public Education Secretariat in providing a new platform for online courses for a national professional development program for high school teachers. The institute was looking for a cost-effective and efficient solution to deploy a new online learning environment as their on-premises data center was at capacity.

IIIEPE decided to work with IT Era to implement a new Moodle-based online learning environment in the AWS Cloud. IT Era was chosen due to its APN Advanced Consulting Partner status, membership in the AWS Public Sector Partner Program, and AWS Competencies in Government and Education. The company’s AWS Certified Solution Architects have also helped many Latin American organizations migrate and fine-tune educational workloads on AWS. The new learning environment was implemented in just one week using Amazon Elastic Compute Cloud (Amazon EC2) as the solution’s PHP-capable web server, Amazon Relational Database Service (Amazon RDS) for MySQL to manage the Moodle database, and Amazon Simple Storage Service (Amazon S3) to host the user-uploaded files and folders. This solution provided a faster, less expensive approach for deploying Moodle-based online learning environments that met high service standards.

The successful implementation of the new Moodle-based online learning environment in the AWS Cloud not only saved IIIEPE time and money but also strengthened the Institute’s reputation for innovation and leadership in its field. The Institute was able to inform the Mexican Public Education Secretariat that the new online learning environment was ready much quicker than anticipated. This demonstrated their professionalism, agility, and high standards, which has helped them win new projects and additional funding. The success of this project has also encouraged IIIEPE to continue working with IT Era to move more workloads to AWS. For IT Era, this engagement has further solidified their relationship with AWS and their commitment to leveraging AWS services to help their customers.
The new infrastructure for the project was set up in just one week instead of more than two months.
The platform was able to grow from an initial user base of 800 to the current 10,000 registered students.
IIIEPE avoided about US$71,000 in hardware procurement costs.
